BYOP Droid Turbo Advanced Calling issue

I cannot activate advanced calling on my Droid Turbo. I called ST support and tech support, they could not help. When ever I make a phone call the signal switches to 1x instead of 4g LTE. This disables the data on the phone during a call. I receive an error when attempting to activate Advanced Calling. (We encountered a problem activating Advanced Calling 1.0. Please try again later.) Please help.
