Cannot complete activation of Motorola XT555C.

When restarting phone I receive error code ffffffff

When dialing ##72786# for activation it says "SCRTN Press OK to Complete Activation".

Clicking OK restarts the phone.

I get "Contacting Network" once restarted followed by a black screen saying "Error occured during operation, error code: ffffffff Please contact vendor to get support."

The phone is functional as far as I can tell, but I can't access the network. Any help would be greatly appreciated.
