NEW SERVICE/PHONE STILL NOT ON NETWORK

I purchased a new phone and service on 28 Feb. I activated online and via phone that evening. It is STILL not registered on the network making it inoperable. I have called support several times and I just get routed to a myriad of help technicians who instruct me to follow the same steps over and over again. Nothing has been resolved. What is my next option so that I may actually receive the service I paid for?
