We are sorry this device blocked from network use

1. Iphone 4 using ST sim card working prior to 2.
2. Bought galaxy note 2 from ebay(trusted seller). Put ST sim card into galaxy note 2. Called ST only to realise phone is stolen
3. put sim card back into iphone 4. Get error we are sorry this device is blocked.....
4. called ST they told me i need new sim card
5. bought new sim card called ST they told me my old sim card not blocked and had to call att to unblock
6. called att, it asks for phone number you are calling about, when i put it in it tells me to call ST and hangs up.

Anyone expereienced this?
Is my sim blocked? Is iphone 4 also blocked now?
