AT&T and T-Mobile have started sharing and blacklisting IMEIs of stolen phones.

You are likely getting this message because you:

1) Stole the phone.
2) Unknowingly bought a stolen phone.
3) Bought a phone from a seller who later reported it stolen for insurance purposes.

Straight Talk resells AT&T and T-Mobile service. The IMEI of your phone is registered to the network when you turn the phone on. AT&T or T-Mobile (depends on whose network you chose to use) recognizes the blacklisted IMEI and deactivates the account Straight Talk resold to you.

Basically after contacting Straight Talk, they need to get your account re-activated. You will likely not be able to use the blacklisted phone... ever.
